Someone suggested on TVFanatic that the petition won't do anything, but that DVRing instead of watching live, would make CBS snap to attention.... they wouldn't really care, would they? Cause ultimately, it's the live viewers they want? What would happen if they got less live, but more DVR viewers?

They want live viewers, and yes, dropping live viewing and going to DVR would get CBS' attention, and has. DVR numbers are seen as more 'half the viewer' than the live, because once again, and I can't believe that some of these 'expert bloggers' are so blind and arrogant and downright STUPID as not to see it, the ratings are about advertisements. So yeah, adding those views is not necessarily adding viewers.
But everybody is just so hopeful for any great ratings that they don't realize what they are getting.

This is possibly a stupid question, but what happens if someone switches over halfway through a program? Does it still get counted?

Yes. They monitor the ratings every half hour, then mathematically calculate for a loss or gain for a total overnight rating score.

Here are the ratings for last night's repeat of this episode. Remember both Castle and Smash was new last night. Though interestingly enough even with a repeat H50 beat Smash in overall viewers.
ABC Castle 2.4 (18-49 Demo) 12.150 (Million Viewers) NBC Smash 2.2 (18-49 Demo) 6.355 (Million Viewers) CBS Hawaii Five-0 -R 1.6 (18-49 Demo) 6.566 (Million Viewers)
